A Preventive Controls Qualified Individual (PCQI) is a trained professional responsible for overseeing the development and management of a comprehensive food safety plan. Mandated by the Food Safety Modernization Act (FSMA), a PCQI is trained to identify and address potential hazards in food processing, ensuring the production of safe and high-quality products. Under the existing FDA preventive controls for human food rule, both domestic and foreign facilities engaged in the production of human food are mandated to formulate and execute a food safety plan grounded in a hazard analysis and the identification of risk-based preventive controls. The preparation of the written food safety plan must be undertaken or supervised by one or more Preventive Controls Qualified Individuals (PCQI). As outlined in the regulation (Current Good Manufacturing Practice, Hazard Analysis, and Risk-based Preventive Controls for Human Food regulation § 117.3), a PCQI is defined as “A qualified individual who has completed training in the development and application of risk-based preventive controls at least equivalent to that received under a standardized curriculum recognized as adequate by FDA or is otherwise qualified through job experience to develop and apply a food safety system.”
