FSMA’s Preventive Controls for Human Food Rule specifies that a PCQI is a qualified individual who has successfully completed training in the development and application of risk-based preventive controls at least equivalent to that received under a standardized curriculum recognized as adequate by FDA or be otherwise qualified through job experience.
The rule does not require any specific certifications. In general, the FDA assesses the adequacy of Preventive Controls Qualified Individuals and Qualified Individuals based on the facility's documented Food Safety Plan and its implementation. This assessment may include observing operations, reviewing documentation, and interviewing personnel. Any gaps identified may indicate that the training or experience listed for individuals was not adequate regardless of the courses completed or experience listed.
